ABDO stands for Algemene Beveiligingseisen voor Defensieopdrachten, the security requirements the Dutch Ministry of Defence places on suppliers executing a contract that involves classified information. They cover organisation and management, the reliability of personnel, physical security, and cybersecurity.

In practice ABDO is often read as paperwork for the tender. That misses the point, because the requirements reach into who you hire, how your buildings are secured, and which systems may touch classified material, and the security investigation looks at all of it.

By treating ABDO as a security baseline rather than a bid document, clarity emerges. Every requirement has an owner, an implementation status, and evidence behind it, so an investigation finds a current picture instead of a reconstruction.
